How come rich people that live in the inner cities don't pay for their fare taxes?

To me I found it not to be far that rich people don't have to pay taxes that live in the inner cities why do we middle class and low income people have to pay, all them taxes rich people need to pay up,their full fare share of taxes to specially they got the money to affordable a nice home in the cites so they got the money to pay taxes.
