Is Jesus allowing devils to enter a swine herd more an allegory for the Roman occupation than about demons?

It's not allegory. Jesus healed the daughter of one Roman and the servant of another. He found the faith of one of them astounding compared to his fellow Jewish disciples. Jesus loved all people. He was not a political leader with nationalistic bias.
