Relocation Assistance?

I am just wondering.....if you can no longer afford the area you are living in I am aware that there are services, food stamps, welfare etc... But, are there any programs that will assist you with relocation so that you can relocate to a more affordable area to avoid the need for food stamps and welfare? Wouldn't that make more sense to help someone once to get where they need to go instead of having them dependent of government assistance?
