I have like, little bits of brittle, dead hair sticking from my head?

Its really annoying, lol, I never wear my hair down because of it, the brittle hairs will like curl, and stick out at the top of my head, its really getting on my nerves, does anyone know a way to fix them, I can't get my hair done at the moment, and I got most of them out my self, by they seem to come right back?
